General declaration of arrival was introduced on November 7, 2020 as a mandatory element of customs clearance in Ukraine. Its essence centers on the fact that the carrier or his representative (customs broker) informs customs authorities in advance about the arrival of the consignment to the specific customs terminal or checkpoint. If we are talking about avto transport, then documents prescribe this procedure to be done 1 hour before the arrival of the prime mover.
TOV “GROUP SV” is ready to make a general declaration of arrival for you, if you are transporting goods yourself, or for your carrier. Especially this service has sense if the cargo is carried by a non-resident carrier. According to the Ukrainian law, the general declaration of arrival has to be submitted only online. This procedure requires electronic signature, which cannot be given to a non-resident. Therefore, filing a general declaration of arrival through a broker is the only legal option in this case.
The more accurately and completely the General Declaration of Arrival is filled in the more chances to avoid that customs will carry out additional controls at the checkpoint.
According to the Part 1 of Article 194 of the Customs Code, GDA is submitted to the territorial customs department where the cargo first crosses the border of Ukraine. However, this is optional. And if, for example, a truck goes to Kiev, then you can submit it through the Kiev customs.
It should be said that GDA is not issued in some cases, such as , for example, humanitarian aid or military goods crossing the border. However, almost all commercial shipments must go through the general declaration of arrival procedure.
